Not using Cox here but in a similar setup here I use the dhcpcd package just for getting IPv6 from the ISP with SLAAC and prefix delegation. You will need to configure your /etc/dhcpcd.conf file to something looking like that:
noipv6rs
ipv6only
slaac private
nohook resolv.conf
interface em0
ipv6rs
iaid 1
ia_pd 2 em1/1
In that example em0 would be the WAN interface and em1 the LAN interface.
