[new] py-contextlib2

Hi ports,

Attached is a port of contextlib2, which is a backport of the Python
standard library's contextlib module to earlier Python versions. This
is a dependency needed for a new port of mastodon.py.

It all passes all tests on py3; py2 has 1 test failure and 2 errors.
