[UPDATE] textproc/p5-List-UtilsBy 0.10 -> 0.11

I'm proposing an update for List::UtilsBy that will fix the build with
Perl 5.28.

What's new upstream [1]:

- Added 'minmax_by'
- Fix build without '.' in @INC

What's new in the port:

- Enabled Pod testing

Testing:

- 'make test' passes
- There are 2 consumers, converters/p5-Convert-Color and www/rt. No new
failures are introduced by this update [2].
