[maintainer update] www/p5-Mojo 8.22

Hello,
this diff updates www/p5-Mojo to the latest version, 8.22.
https://metacpan.org/release/SRI/Mojolicious-8.22

All test pass.

While here also switch to PERMIT_PACKAGE, as suggested by Charlene
Wendling.
