security/aircrack-ng: fix build on aarch64, arm

security/aircrack-ng fails to build on aarch64 and arm:

clang refuses to compile the code that makes use of the NEON SIMD
instructions:

Disabling the NEON optimizations allows aircrack-ng to build.
