[UPDATE] www/slowhttptest to 1.7

Hi ports@,

Here is a diff to update slowhttptest to 1.7 and take maintainership.

Notable changes:

- SlowHTTPTest is now hosted on GitHub
- Remove both patches, as upstream fixed those issues, see links below
