I'm also on OpenBSD amd64 6.6, but with firefox-esr-68.2.0.

The add-on works for me. I went to your url
https://addons.mozilla.org/en-US/firefox/addon/noscript/?src=search
clicked "+ Add to Firefox", got the permissions pop-up, accepted the
permissions, and I have a second-pop-up:

*NoScript* has been added to Firefox.

Manage your add-ons by clicking (puzzle) in the (hamburger)
menu.

[ ]Allow this extension to run in Private Windows.

Clicked "Okay, Got It". NoScript is now running; it has an icon in
my toolbar, and appears in the list of add-ons. (I don't want to keep
running NoScript, so I now disable it.)

I don't know why it doesn't work for you. --George
