[ports-gcc] Unbreak multimedia/frei0r-plugins

frei0r-plugins fails in the current sparc64 bulk:

> /usr/obj/ports/frei0r-plugins-1.7.0/frei0r-plugins-1.7.0/src/filter/elastic_scale/
> elastic_scale.cpp:152: error: ISO C++ forbids initialization of
> member'm_transformationCalculations'

Such initialisation of members is valid but only since C++11, so it
requires ports-gcc, and once provided it builds fine on macppc [0].

This version never built on base-gcc archs, so iirc we don't need to
revision bump the RUN/BUILD_DEPENDS of it, namely:

graphics/ffmpeg
multimedia/mlt
multimedia/mlt,,-main
multimedia/mlt,-gpl2
multimedia/mlt,-main
x11/kde-applications/kdenlive
