That xfce screen saver issue also seems to exists on OpenBSD 6.8, as I've triggered it a number of times on my desktop. I've found that even with the locked screen (mouse can move and nothing else as described) I can still  enter my password to unlock the screen saver, and then things usually work as expected -- if not, switching terminals with ctrl+alt+f1 and back with ctrl+alt+f5 seems to do the trick once the screen saver has been unlocked with my users password, with no need to kill the screen saver process.
