How does bsd.upgrade work?

It's not documented in the `sysupgrade` manpage.

My setup is a little bit unusual, and I'm trying to understand why
`uname -a` is still reporting 6.9 after I successfully booted
bsd.upgrade and saw the upgrade process scroll past.
