Why won't you look at openbsd.org FAQ page (installation guide).
Google up "dd utility for Windows", download one and use as suggested in its instructions.
BTW, that would indeed be your first experience "trying" what UNIX is like )))
RUFUS can do it, too, but you better consult RUFUS using ppl for that.

No idea, sorry. All i can say is that the .img file should have the
partitions correctly set up if written as-is to the disk. On a UNIX
machine you could do that with the `dd' program, on Windows I have no
clue. Maybe you can try asking for Windows-specific help in a
different forum.
