Shotwell (an OpenBSD package) works for me on both 7.4 and 7.5.  You may have to change some permissions on /dev/usb* and /dev/ugen/*.

Probably an Android sftp client, or termux + rsync. You'll be lucky if
you can get USB between OpenBSD and Android working well enough for the
various client programs in the libmtp package.
