After a successful install, running
pkg_add xfce
and following the instructions at the end of the package install will get
you there.
Also the FAQ about packages is worth reading (https://www.openbsd.org/faq/faq15.html).
Actually *all* parts of the faq are worth reading if you are responsible
for OpenBSD systems.
