i've tried building both variants in parallel, and it took the same
time:

99m54.97s real 49m52.27s user 28m44.75s system

the resulting db has the same size, unless i failed at something ?

afaict it does store keywords:
$locate -d /usr/obj/ports/pkglocatedb-1.5-keywords/pkglocatedb-1.5/pkglocatedb @fontdir |wc -l
196
$locate -d /usr/obj/ports/pkglocatedb-1.5/pkglocatedb-1.5/pkglocatedb @fontdir |wc -l
0

but from my understanding the flavor is mostly for development ? so yeah
not enabling the feature by default makes sense.
