Here is a simple patch for devel/p5-Proc-Background to update to 1.21.
It build well and passed all tests on amd64-current system.

Two ports depends on it:
1) devel/p5-Devel-ebug : build well and pass all tests.
2) audio/squeezecenter : I did not tests it, its version is too old.
