Because some people actually manage to "be on their own" and can choose not to have X11 on their serial-console-only routers and so on. Those people will not be installing gtk to get wireshark on the router and will not get stumped by missing x11 makes "pkg_add wireshark" act up during install. -- May the most significant bit of your life be positive.
