NEW: sysutils/truncate

Hi ports --

Attached is a new port, sysutils/truncate, a utility that allows you to truncate or extend the length of files.
It is a port of the truncate(1) utility from DragonFly BSD.
Version number comes from the DFly release I pulled the code from.

Need it for a few things, and it's a simple port. Works fine.
