Thank you (and Stuart) for the reply. I was away for the holiday in the US, and did not get a chance to look at this until the other day.

At that point, I upgraded to the most recent snapshot, upgraded the packages, and connections to imaps work without an issue on the local network.

It appears whatever was happening was a temporary problem.
But...
