[NEW] devel/cjose

Hi,

I'd like to add devel/cjose. It's a C library of JOSE (JavaScript
Object Signing and Encryption). JOSE is used in "OpenID connect"
protocol.

The original diff is written by my colleague, Naoaki Hoshi.
