I think its mostly because you can't just bump VLC version as it depends on ton
of other libraries which need to be updated first. One candidate is the ffmpeg port, which
in turn is used by ton of other software so bumping one version triggers a bunch
of other updates as well. Someone has to do the actual update work and testing
of all those changes before VLC can't be updated. I think I saw some work
towards updating ffmpeg.
