[UPDATE] devel/5-MooseX-ConfigFromFile 0.02 -> 0.14 (update p5-MooseX-ConfigFromFile 3/3)

Here is an update for MooseX::ConfigFromFile.

I won't detail the changelog [1], there has been 11 years of it, but it
unbreaks the build with Perl 5.28, due to updated distribution tooling,
and there is no backward incompatible change.

What's new in the port:

- Added FIX_PERMISSIONS (ETHER's module again)
- *_DEPENDS updated
- Added Pod testing

Testing:

- 'make test' passes with Perl 5.24 and 5.28
- There are 68 consumers [2], i've found no new failures due to that
update.
