How to get KS_* constants from /dev/wskbd?

Hi!

So, I know there is a high level API in wscons which provides KS_*
constants found in <dev/wscons/wsksymdef.h>, but how can I actually
get those constants?

While here: does wscons provide keyboard layouts? If yes, why I can't
type russian symbols in console?
