[MAINTAINER UPDATE] www/sblg to 0.4.23

This is another simple maintainer update of sblg from 0.4.20 to 0.4.23.
The changes included in this release and the previous couple are:

sblg 0.4.23: "Bug-fix a coredump caused by copy-paste. This occurred
when a sort was specified on a navigation."

sblg 0.4.22: "Add ${sblg-abscount} variable."

sblg 0.4.21: "No functionality changes. Speed up internal code by using
hashtable lookups for element and attribute names. Conform to OpenBSD's
style(9) more."

I did testing on amd64 with no issues. It should work fine everywhere.
