[update] devel/p5-Config-AutoConf 0.315 -> 0.317

Here is an update for Config::AutoConf.

What's new upstream [0]:

- mostly pkg-config fixes
- allow more search_lib others (a bit of context here [1])

Port-wise it's a simple update.

Testing:

- 'make test' passes
- There are 3 direct consumers, sysutils/p5-Unix-Statgrab tests
fail [2] in the same way it does with 0.315
