To avoid ambiguity you should always state explicitly to which man page
you are referring. In this case you're not quoting dhcpd.conf(5) but
dhcp-options(5).

This is it! Change

option domain-search "custom.domain.org"

to

option option-119 "custom.domain.org"

and you should be good to go.
