A couple thoughts:
1) According to the Github repo, it has changed license from GPLv2 to BSD.
The comment about PERMIT_PACKAGE should be updated.
2) Does this get used as a library? Or is it just as ropper? In which case,
do we want to just convert it to python3-only?
