You are, it seems, correct.
Resetting localtime to point to something NOT in the "right"
subdirectory solved both problems -- both the fractional minute
(which I never managed to connect with the leapsecond correction)
and the overall time zone.

I'm now seeing this on sent messages:
Date: Sun, 27 Oct 2019 00:21:06 -0400

and I'm seeing incoming messages with "accurate" timestamps now.
