maintainer update: www/hugo

Hi ports@

This is an update for www/hugo to 0.66.0. You can see the software
changes here:

https://github.com/gohugoio/hugo/releases/tag/v0.66.0

The port update is pretty simple and it does not have consumers.
I tested lightly, so more eyes are welcome.
