The files at ftp.vim.org (actually ftp.nluug.nl) look correct to me,
I suspect it was removing packages that actually helped here.

FWIW other mirrors that also support ftp include ftp.eu.openbsd.org,
openbsd.cs.toronto.edu, ftp.usa.openbsd.org.
