Should I download 'distfiles/by_cipher ' or 'rsysnc --exlude by_chipher' ?

Do I need 'distfiles/by_cipher' in mirrored repo?

Or may I exclude 'rsysnc --exlude by_cipher' while mirroring repository without negative effects possible?
