Update msmtp 1.8.19 and remove from maintainer

Hi,

Please find in the attached diff updates mail/msmtp to 1.8.19. Also as
my involvement in maintaining this port has become more and more
infrequent it doesn't serve a good example of maintainership so I'm
removing myself as well.
