I almost forgot. I captured this from the beginning of the # make build:

make install

Do you see that line :
maxima-5.46.0 depends on: tcl-* -> tcl-8.5.19p6

What is that doing in there when I have overridden it with:
RUN_DEPENDS = devel/desktop-file-utils \
misc/rlwrap \
misc/shared-mime-info \
lang/tcl/8.6
