Apologies, I forgot to mention I already found the issue.
Its an embarrassing one, which I admitted on the unofficial IRC channel
on libera.chat (I was pinged there instead of replied to on the mailing
list, hence why I discussed it there too), I must have forgotten to
post it to the mailing list to conclude the thread, apologies.
The issue funny enough was a powerline adapter. I had not been next to
either router, and I had installed OpenBSD (AMD64) using the network
connection from the powerline adapter already, so I just assumed it
wouldn't be an issue.
After injecting RPI UEFI and realising that STILL didn't work, I
finally discovered the issue on a last ditch attempt, I plugged
directly into both routers, and it worked on both.
For some reason, RPI4 + OpenBSD + Powerline adapter, DID NOT work...
The carrier showed up, but when DHCP was attempted, it wouldn't pick up
an address.
Lesson learnt, always do testing directly from the router.
