[NEW] vo-amrwbenc

The audio/opencore-amr port provides amrnb (narrowband encoder + decoder)
and amrwb (wideband decoder). This is the missing part, the wideband encoder.

Tested on current/amd64, please test everywhere.
(Also tested with aduio/sox.)
