I imagine you are referring to the drag and drop function in the
browser. It is not possible because access to the file system of common
browsers like Chromium and Firefox is limited by unveil(2) [1] [2] [3].
Although the README file for the Tor Browser port does not document how
unveil(2) is used in this port, I think it is similar to Firefox.

You have to install xfce4-mount to be able to do this from the thunar
file manager. Note that the user needs proper doas(1) rights to
mount/umount/eject devices.
