I have a server with an old Java KVM. I had to have the initial install
done by support. Over the years, I had this problem several times after
an upgrade ( not always ). Those few times I needed to have support
login to fix a problem.
You may have to do the same thing. Have you told support about the problem?
I can't remember what the problem was, but I think I have it in some old
support tickets. Have you tried doing a cold reboot?
I also got email blacklisted once and I had the exact same experience of it
looking like I was logging in but I couldn't. Removing myself from that
blacklist and notifying support solved the problem.
