update for devel/goreleaser to the latest version 2.4.1.

- update Makefile, modules.inc and distinfo for this version

Build and tests OK on current/amd64 with Go 1.23.1.
Some integrated tests fail due to lack of network and WRKSRC is not a Git repository.

Tests/comments welcome and please commit if OK.
