Not necessary.
For example, Haproxy has ssl_fc_sni which can be used to route any TLS/SSL
traffic by it's SNI. Here is a good example of how to route SSH through
Haproxy: https://www.haproxy.com/blog/route-ssh-connections-with-haproxy
The same technique can be used with Nginx:
https://nginx.org/en/docs/stream/ngx_stream_ssl_preread_module.html
Plain text HTTP is easily routed by the Host header.
And Nginx can route SMTP traffic.
