devel/pycharm, devel/intellij: update to 2024.3.1

I'd like to update both devel/pycharm and devel/intellij to version 2024.3.1

Both port tested on -current/amd64.

Because patches are huge (~250kb) I've attached them as gzip.

Feedbacks? Tests? Ok?
