That seems to happen from time to time woth cloudflare. Unhelpfully the
http version redirects to https, too.
I'd recommend going to https://www.openbsd.org/ftp.html and picking a
local non-CDN mirror anyway, the CDNs often don't have much in cache
(especially if you are using snapshots) and in that case they just proxy
your requests to an origin server which is usually further away than the
nearest mirror.
