.post1 is definitely correct for MODPY_EGG_VERSION.
It is ok for PKGNAME as long as it doesn't go above .post9 (which is
unlikely to happen) - play with pkg_check-version to see why.

Both committed. I thought I had already tested building scipy with
the previous changes, but my "make update" failed after a previous
attempt to update pythran (which built ok itself but scipy didn't
like it) leaving me with a PLIST_DB file that stopped the older
numbered version from packaging, but I didn't notice it before
going on to build scipy.
