re(4) is fairly reliable so I would suspect this is more likely to be a
problem with interrupt routing i.e. what actually happens on your system
doesn't match what OpenBSD thinks is happening.
Details of the system (hardware, what boot loader + version, etc) plus
the information from sendbug -P run as root would be a good start.
