This is presumably about whether the browser supports H.264 *at all*;
using hw decoding presumably means that this is available even though
there's no working software-only implementation (as long as a hw
implementation is indeed available).
If H.264 is not available, the site would need to detect and, if not
present, presumably fallback to transcoding to a supported codec.
I doubt any real world site will be providing hw resources to do this.
