[update] rust-analyzer 2025-03-03 and take maintainership

update for devel/rust-analyzer for the latest version 2025-03-03

rust-analyzer is a LSP server for the Rust language => https://github.com/rust-lang/rust-analyzer

- update Makefile, distinfo and crates.inc for this version
- update patches

- Makefile: remove steps to build HTML doc and install it.
Documentation is now built with mdbook and I prefer not to include it to keep the package as small as possible.

Build and tests OK with Rust 1.85.0 on current/amd64.

If OK, I would like to take the maintainership for this port.

Tests and comments welcome and please commit if OK.
