set ignoreeof = 1
should do that, IIRC that is the default. I do not
set ignoreeof and I can use ^d to exit. Did you check
~/.login, ~/.tcshrc, ~/.cshrc and other source files ?

If using a terminal emulator via X you may need something
like this in ~/.Xdefaults or ~/.Xresources
