[UPDATE] devel/binutils to 2.45

Hi ports@,

Here is a diff to update binutils to 2.45, this is a simple mechanical
update.

The reason I am posting this is that there has been RISC-V churn in gas,
so I would appreciate tests on riscv64 to ensure devel/hare is still
building and working with this update. Just building hare and running
the test suite should be OK.
