update port of devel/goreleaser for the latest version 2.13.3

- update Makefile for this version and replace 'do-test' by 'TEST_TARGET' (according to the recent commit in lang/go/go.port.mk by semarie@).
Build and tests OK on current/amd64 with Go 1.25.5
Tests welcome and please commit if OK.
