comms/tkhylafax: Remove MOTDCL_BIN and MODTK_BIN from SUBST_VARS.

RDEP on BROKEN comms/hylafax.
Mark BROKEN as well; no point in building for nothing.

I see that there is potential for an update.
I'll look into it.
