German HOMEPAGEs for net/neochat and x11/kde-applications/kirigami-gallery

Hi,

I noticed that these two ports have HOMEPAGEs that are in German.
For me that's not really an issue, but for others I think it's
nicer if they point to an English page.

Comments or OKs?
