Just wanted to get this in before port tree lock.
Following the feedback from some other's on my earlier fallout1-ce
port, I updated this port to have DEBUG_PACKAGES set and the pkg/README
cleaned up for clarity.
Could I get people too look over this before OKs? Thanks.
